The H-14.100 is the brass-tipped screw that clamps the chisel in the headstock of a Multico mortiser. Brass is softer than the chisel's steel, so the screw grips the chisel without marking it.
Replace it when the tip is worn flat or the thread is damaged, and don't fit a plain steel screw in its place. Set the chisel parallel to the fence before you tighten it.
